Noisy Garage Below Apartment

I live in apt. above 3 garges for 1.5 years now. A tennant recently moved below and opens the garage below my bdrm at 2:30 am. The noise disturbs my wife's sleep (she is not able to return to sleep afterwards). I requested action from the property mgr to assist in quieting the noise and they stated they can not. I offered to purchase and pay for the install of a quiet belt drive unit but they refuse because parts will not be consistant plus industrial units are more durable. Researching the internet I see that it is even possible to apply rubber anchors to quiet the noise. The only offer I received from the apts was to move apts at my cost. Does the mgr have any obligation to help minmize the noise of this one garage at 2:30 AM?

If feasible, the owner has an obligation. Contact the owner. There is an implied covenant in your rental agreement of your quiet enjoyment of your property.
