Non operational windows on the 2nd floor

My office is located on the 2nd story of a 2 story commercial office building. The windows cannot be opened. They have metal grids and metal wire between the single pane of glass. In case of a fire or other emergency we cannot open these windows to escape nor can we just open them during hot summer days. Aren't there any codes that prevent such windows much like the bar window ban on residential homes?

No, not unless your local city, or town, has an ordinance covering this.
