Legal Question in Landlord & Tenant Law in California

If I get a notice from my landlord that for 14 days I will not be able to enter/exit my apt for 4 hours each day, and that 4 hr period can start between 8 AM & noon (8 hr period in effect) Do I have a right to have my rent reduced for loss of use?
