Legal Question in Landlord & Tenant Law in California

I was ordered by the city to preform repairs to the apartment and gave a 30 notice to move. the tenant started to move and then changed their mind and put locks on the inside of the door preventing entrance for repairs. how do I get them out?

You would need to review the lease but, if the 30 day notice was proper, you need to file an unlawful detainer action against the tenant.
