Does the owner have the right not to let me have satallite service (Dish Network) if i choose to, or am i at his mercy?

Some landlords refuse to allow satellite dishes on the roof or on decks. If your rental agreement is silent on that issue, you might have an argument in your favor, as long as you keep the dish out of sight from the street.
