can the owner/manager of a mobile home park dictate who the resident of the park may or may not be allowed to have as a visitor at their home

Generally, the park may not dictate who you can have visit you in your home, however, do be aware that the Mobile Home Residency Law has many provisions which do allow the park management to dictate who can stay with you if they stay longer than what is considered a "guest," or under certain other circumstances they may be able to bar a guest for cause. You need to review Civil Code �798 and the sections that follow it, and may wish to consult with someone in Fair Housing for your county.
