paid rent ,now house in tax default

My sister rented a house, they agreed to waive a deposit because the house needed work. The landlord wanted my sister to do the work and she would take it off of the rent. My sister paid the 1st month, recieved the keys, had $150 in work done, and upon arriving today to do more work, discovered a red auction notice on the door claiming unpaid taxes. She has had the keys less than a week. Does she have legal right to her rent back. She has not moved in yet, and certainly can't under these circumstances. Should she just call it a loss? Thanks in advance, I hope you can help.

She still can move in. Often the new owner would rather have a tenant in place instead of letting it sit vacant and subject to vandalism.

However, if the new owner doesn't want her there, it could serve her with a 30-day notice to move.

Definitely, she shouldn't do any more work on the property, though.
