Legal Question in Landlord & Tenant Law in California

No parking allowed!

3 months ago my roommate and I signed a year long lease to rent a 2 bedroom 1 bath apartment. We were assigned 1 reserved parking space. The city in which we live in doesn't allow overnight parking on the street! There are 200 parking spaces in our complex that are not reserved and are available for anyone! Tenants or the public. Because my roommate comes home earlier than me she always gets to park her vehicle in our 1 reserved space. When I get home, many times after midnight I can not locate an available parking space to park my car. If I park on the street I will recive a parking ticket! I now find myself staying overnight at my Sister's house 5 nights a week! I have expressed this issue with the complex management and they refuse to solve this issue. Over the past 95 days that I have rented this apartment I have spent 71 days overnight at my sister's place! I don't understand why the general public is allowed to park in our complex and use up the parking spaces available! The complex isn't gated. I have been informed by the complex management that friends and families of any tenant can park overnight in these parking spaces. It isn't right for a non-tenant be allowed to park overnight! And I who pay rent can't! What can I do?

Has anyone barred you from parking in the "guest" spaces? Why not make them a cash offer for a second space? Obviously, the lease specifies one space per household. So, perhaps money will talk.
