Past due rent

If I pay the rent always in time for 13 months and the last three months Im paying late with the fee and I dont have the copy of my contract and receips for the last 14 months the owner have the right to send me aletter for pay or quit?

You are expected to always pay on time.

If you pay late as evidenced by your payment of late fees, then the next time, the landlord is entitled to insist you pay on time or leave.
