i pay my rent on time for the last 4 yrs and the owner came sat to tell me that he will not be taking my rent the first but i have 30 days to leave the property but yet has not given me a notice by writing

Notice must be in writing and California requires 60 days' notice if your tenancy has lasted more than 1 year. In addition, there might be tenant eviction protection in your locale. You should seek out eviction help once you receive notice or the landlord does something further in an attempt to evict you.

Rosemead does not have rent or eviction control ordinances, but Mr. Cohen is right that you are entitled to 60-days written notice.
