Do I have to pay all of utility bills when we were forced to move out for 2 weeks due to mold and flooding

You were basically evicted for that 2 week period of time [constructive eviction] so should have no legal responsibility while you are not living there. Also, unless utilities were being used to remedy the physical problems, the charges should have been fairly minor as only the refrigator should be using much energy.
