Your question makes no sense. There is nothing in Civ. Code section 1941.1 about any kind of notification, in writing or otherwise, and nothing to do with time of inspections. Furthermore, none of the limits on landlords' rights to enter rental units for inspections or otherwise give the tenant the right to choose the time. As long as the landlord chooses a time that is during normal business hours and gives 24 hours written notice, the landlord gets to set the time for inspections, not the tenant.
