Can a person buy an apartment building and raise the rent $400.00 in a no rent control area?

Yes, although if there is a lease in effect they arguably can't raise it until the lease runs out. If the tenant is month-to-month they must give 30 days or 60 days notice, depending on what percentage the increase is.
