Does a person have to live in a place for 30 days to establish resedency?

It depends on what purpose residency is for. To establish residency for tenants rights all you have to do is occupy the premises and pay rent. For divorce, you must be a resident of California for six months and the county in which you file for four. To qualify for in-state resident tuition for U.C. and C.S.U., I would have to look up all the rules, but I know it's more than 30-days. To vote in an election in California, yes, 30-days or more prior to the election. And so on.
