Re: personal property

It depends upon your lease, and the apartment complex rules and regulations. My guess is that it is a violation of the rules to store personal property in the common areas, such as parking. To know if what they did was proper, you are going to have to get an attorney to review the lease and/or rules and regulations. Whether that stroller interfered with parking or not might be an issue, but most likely not - the issue is did you violate the rules or breach your lease by leaving it locked up there.
