Can a landlord deny permission for a pet for not getting advanced permission even though 4 people in my complex who have 1 to 3 cats didn't get permission and is allowed? Isn't it true that policies set by the landlord must be applied equally to all residents?Would it be considered arbitrary discrimination and improper to allow a pet for so many tenants and the other? Do I have any grounds for the money I'm out that was spent on my pet now that it was taken to the pound and I dont have permission to bring him home? Any statutes or codes he is breaking.

Based on what you have stated, landlord is wrong. All tenants should be treated equally.
What do the provisions in your lease state? And, ditto, to the other tenants!
Also, you don't state why you are singled out...I suspect there is more to this story, that you haven't included.
You can sue in Small Claims court for damages.
I do not know of any statutes or Codes specifically addressing this issue, and am almost positive that they do not exist.
