Legal Question in Landlord & Tenant Law in California

My pipes burst due to water damage. It was neither hot nor cold outside when it happened. Is my landlord responsible for the damage to my property? If so, what is the legal standard? Do I have to prove notice to the LL that the pipes were about to burst? Is it strict liablity? What is the applicable code sections?

Pipes should not burst [I assume you mean they caused water damage and not they burst because of water damage]. It would not be strict liability but the landlord's insurance policy may cover your damage. Check with him and his insurance company.
