Pool fence in apartment complex

I live in an enclosed apartment complex with a pool in the middle. There are 2 locked doors on either end of complex. There is no fence around the pool or any other blocade.

Is the landlord required to have a pool fence enclosing the pool?

There are children who live in this complex too if this has any effect.

It would depend on local ordinances, although most insurance companies would not cover the landlord for liability for injuries and/or drowning by neighborhood children.
