Legal Question in Landlord & Tenant Law in California

Our Associatin had hired a pool man. After 8 months he quit and didn't inform us about it. Nevertheless, he sent us his final bill for two weeks of work. Before I release the final check, I want to have the keys returned to the property. Is this legal to hold a check until keys are returned?

Wages may not be withheld and must be paid regardless of a dispute over other issues.
