Is there any way to prevent the repeated removal of an unlawful detainer, with money sanctions being useless given her insolvency and disciplinary actions not relevant since she's appearing pro se?

If money sanctions are not paid, they can be enforced by a request that the court find the litigant in contempt of court. You can also ask the court to have the litigant declared a vexatious litigant, which will prevent them from filing anything more without the court's consent.
