Legal Question in Landlord & Tenant Law in California

My previous landlord says I owe them $4900. When going to get a new apartment there is only $1500 showing on my credit report. If I pay that $1500 can the send the remaining balance to a collection agency? The $1500 has been sent to collections. Also can the collection agency give out any information other than if the $1500 has been paid to my new landlord? I live in CA. Thank you.

The $1500 is on the report because that was sent to a collections agency that reports, and apparently your landlord does not. There is no rule requiring debts to be reported to credit agencies or they can't be collected. So of course the landlord can collect whatever you owe. If it is $4900, and you pay $1500, of course they can collect the other $3400.
