Legal Question in Landlord & Tenant Law in California

Problem tenant has vacated property but rent is paid through end of the month. They owe $1200 utilities to date that are unpaid. When can I enter the unit to inspect, and can I advertise it for rent?

Send a notice to all addresses he has had stating that within 2-3 days of the letter you will be doing a walk through because you beleive he has given up on the place. If it appears that they will not be coming back, then the time elements starts up again.
