Prop. Mgmnt chrgs for Waste Collection
Can a Leasing Property charge a single occupant with a 1-yr lease of a studio apt, a waste collection bulk amount of lbs, for occupants residing in other units?

No, unless there is a provision in the lease allowing it. Check your lease, carefully, and see if this is in one of the provisions.
If not, write your landlord/manager a certified letter (return receipt) that you expect this to stop, and you expect refunds for all charges relating to this.
