Can a Property management company wait 8 days after you hand in your keys to do a walk through with you and then never give you the apertunity to fix anything that is wrong since you no longer have keys cause they had you hand them in before a walk through was done.

No. If you gave them notice of your intent to move out of the property as required by law, then they have to give you the opportunity for the walk-through before you move out, and allow you time to fix any damage. If they deduct from your security deposit, sue them in small claims court for a full return of your deposit.

Sure they can, as long as they don't want to deduct from your deposit for anything.
