Property Management Disclosure

Does an apartment manager have the right to NOT disclose the name of the property management company for an apartment complex?

My first guess is no. It's information needed by the tenant for notice purposes and other reasons. Why would the manager withhold such information? In order to play fair, everybody needs to know everybody else.
