The property that I am renting from has been foreclosed on. The new owners have given every tenant a Notice to Quit (90 days). Do they need to wait for the notice to expire before they can evict me, or can they evict me the first month of the notice if fail to pay them rent? If I pay them rent , I can't afford to move, If I move, I can't afford to pay them. They are removing all tenants to make repairs on rentals. My rental unit is the only one with only minor repairs and I am disabled. Thank you for your time.

You only have the 90-days because of a temporary federal law. Otherwise they could evict you with no notice at all. The law does require you to pay your rent when due. It's not a free ride just because you have to move due to a foreclosure instead of just a termination. Unless you are on a long term lease, any landlord can move you out on 30-days notice, 60 if you've been there over a year. So the 90 is very generous. You can't expect rent-free too.
