I am not really sure what your question is. You can complain to the landlord or the health authorities. That he is sick does not mean that the water is automatically diseased; you do not say what his illness is. If you are afraid to have any government authorities over because your roommate uses pot, then tell him you are having someone over so he had better stop for several days and airs out the place. It is illegal for a person to live in a truck. You can talk to the man and see what he is willing to do.
