Questionable Term in Lease (Contract)

San Francisco landlord prepared (typed) a one year lease for an in-law. One of the provisions state: ''I promise not to complain to the Housing Board (authority), as the unit is not to code.'' (It's an illegal in-law basically).

He said, if we have any problems we could just ask him and he'd work with us. This obviously, is a questionable, possibly illegal term of the contract. Is it enforceable?
