ratio utility usage billing

I feel my water,sewer,trash billing is overcharged and unjustified I disputed the charges and requested documentation. I paid my rent in full and partial payment of water due to never receiving proper documentation its been since June. Now my landlord refused my check even through I paid by due date due to the fact that I paid partial water charges now they added additional late fees and demand cashiers check in full or be evicted. I paid for the monthly rent on time but I know the company is overcharging residents on trash and water usage I was told company paid 30% and found it to be 10% and they use a company to compute bill and have passed all the fees on to their tenants The water company does not charge to print a bill and they even offer discounts for low income families which we can not apply for on the current billing system. Is it legal

Write landlord a certified letter, return receipt requested regarding proper documentation.

Also, contact the Public Utilities Commission in Sacramento regarding the problem.

Pay the bill as sent by landlord, but keep accurate records, and tell landlord that you are on your way to Small Claims court without the documentation requested.

You may find it prudent to retain an attorney, and let landlord know that losing side frequent has to pay court costs and attorney fees of winner.
