Legal Question in Landlord & Tenant Law in California
I received (by mail) a "Clerk's Notice of Complaint For Unlawful Detainer".
If I go to court house and request a copy of Summons and Complaints, will it be considerd "service"? Or is this notice service?

Neither is considered service. The clerk sends out the notice precisely because the court system recognizes that people sometimes don't get served. Make sure to look at the proof of service that's also on file. You might file the appropriate challenge with the court if you were never served.
