Legal Question in Landlord & Tenant Law in California

I received a 'Notice to Cure Covenants of Quit' and my rent was not accepted for the month of Septermber by the managment of my mobile home park. It was a situation that required an addition permit which is progress. When managment was informed that this is now in progress, they accepted my October rent, but sent me a letter with a copy of the Septermber check stating that I owed them for that month and in the note section of the check where I always write 'Rent and the month (October), it was crossed out and somebody had written Sept.Do I have to pay the Septermber rent and what is the meaning of 'Notice to Cure Covenants of Quit'?

Sounds like the "Covenant" was the permit, which you said is getting done and which your manager has agreed and accepted. Now you just need to make sure to pay all past/current rents.
