Legal Question in Landlord & Tenant Law in California
I received a notice of rent increased(effective on Jan 1, 2016) today per California civil code section 827 however I have a year contract (6/15-6/16), does civil code 827 still apply my year to year contract?

It would depend on the exact terms of your contract, but generally the terms of a one year lease can only be changed upon expiration and renewal of the lease, or upon the lease converting to month-to-month tenancy by the tenant holding over with the consent of the landlord but without a new lease.
