Legal Question in Landlord & Tenant Law in California
Recently I have asked my landlord to fix the exposed pipes, electrical, and most importantly the sewage leakage that seeping out of the sess pool. He said he would, and it's been over 30- days and not one repair was fixed. Then just yesterday, suddenly an social worker from child protection service showed up at my door stating they had a complaint against me and the my children were unsafe. I went through the interview with the worker, who thankfully closed the case. However the complaints filed, were all the issues i asked my landlord to repair. Once the worker had left my home, not even 5 minutes had passed and now another woman comes to my door, serving me with a notice to vacate. As i had suspected it was my landlord who filed the complaint against me with cps, and now is trying to evict me, for the purpose that i believe is the true...
Because i asked to fix the problems, and he as he has before refuses. Is this true? Or legal? What can I do?

You can immediately report the health and safety hazards from the sewage leakage and exposed electrical fixtures to the county's health and/or buildings department. You can raise the issues as an affirmative defense to an eviction lawsuit. One hopes that you put your concerns in writing.
