Recently while being recertified for the rental assistance i recieve through the apartment complex where i live, i recieved a letter from the employment developement dept stating that they where processing my unemployment claim. the letter i recieved was addressed to me care of the apt complex office but the mailman put it in my slot so i got it. never before has this happened during this process my question is this, did the apt complex have any right to even inquire with the edd ,i never was on unemployment and didnt put it down as income why would they go to the edd. what should be my next step?

It doesn't sound like your apartment complex was checking to see if you received unemployment from EDD; it sounds like someone associated with the apartment complex may have taken your identity and applied for unemployment benefits.
You should immediately check your credit report, which is available at free www.annualcreditreport.com, and see if you have any information on your report that isn't yours.
You should also contact EDD immediately and tell them that you did not apply for unemployment insurance benefits.
If your identity has been stolen, you need to report it to the Federal Trade Commission here: http://www.ftc.gov/bcp/edu/microsites/idtheft/.
You also need to file a report with you local law enforcement agency.
