Legal Question in Landlord & Tenant Law in California

I recently got just over $15,000 in a settlement from when I was younger and a dog attacked me. I put the money in my bank account not realizing that it was still a joint account between my parents and me. Then my father decided that he wanted to put 5,000 of it into a seperate account. Soon after he did that he deployed to iraq and my mother kicked me out of the house shortly after. I now need the money to pay rent and they are refusing to transfer it back claiming that they have set it aside for possible medical expenses since I am under their insurance still. Is it legal for them to do this? I know it was a joint account but can't this be constituted as conversion?

The money is your money and they are not allowed to take it. If they want to hold it for possible medical expenses from the dog attack then they should have asked for that in the settlement. Tell them that they are guilty of the crime of conversion an they need to return the money to you as since you have been kicked out you need the money to survive on your own.
