Legal Question in Landlord & Tenant Law in California

I rent an apartment in San Diego , CA. Recently I was bill over ten times my normal electric bill amount. When I contacted the eletric company they said it was due to the heater system. The system can not be turned off after it is turned on by the thermostat, they said the breaker had to be reset. When I moved in I was told there was no heater system and that the thermostats where from an old system. My daughter likes to turn the thermostat knob which most likely turn on the system. Where do I stand if I go to my landlord to ask to help pay for this bill?

You may be able to have heater fixed and if there were documented problems you may be abe to talk with landlord but in the end.you are probably stuck..
