If rent is in arrears, does a landlord have the right to enter the residence to remove belongings left behind by the landlord (lawnmower etc) or to call and harass the tenant with regards to the rent, event if the eviction process has begun?

The landlord can enter the premises with proper notice at any time to retrieve anything that belongs to the landlord and is not part of the rental property itself or agreed to be part of the rental (such as a furnished apartment). It makes no difference if eviction has begun or even if the rent is on time and paid in full.
