Legal Question in Landlord & Tenant Law in California
Hello, we rent a condo on the ground floor of a three story building. Occasionally the occupants above us on floor two and three wash their windows and decks with running water and soap. The resulting dirt, suds, and water fall on our patio and in our garden. We communicated that we don't like this, and it forces us to clean up after them and harms our garden, but they do not feel they are doing anything wrong. Is what they are doing legal? Thank you.

Take some pictures, or a video of the washoff and notify the occupants that if this activity continues, you will charge them for cleaning up their waste. If they don't comply, there is really nothing that can be done short of a lawsuit for nuisance.
