Legal Question in Landlord & Tenant Law in California

rent free tenant eviction

I need to evict some people whom live with my uncle rent free,they moved in to get on their feet 14 years ago. does the new law of 60 day notice apply to them or do we only have to give them 30 days? I keep hearing something about Tenancy at will, what does this mean? My uncle is ill and needs to have a nurse move in and these people will not leave.
