Legal Question in Landlord & Tenant Law in California

I have been living with my grandfather in his apartment the apartment is crawling with ants and roaches and I told the manager to do something about it he did nothing and the inspector came and found out that the owner has not got this buliding up to city codes. What will happen if the landlord does not get the bulding up the city codes?
