If my rent is 655 a month. Should my landlord be charging me 100 dollars late fee for being late?

That's a "depends" question. The provision for the late fee must be in the lease agreement, and it must not be a penalty. It is valid if it is reasonably related to the costs that the landlord faces as a result of the rent payment being late.
