Legal Question in Landlord & Tenant Law in California
I rent a studio apartment in Costa Mesa, Ca. My unit only has heating by way of the rental property above me. I can only get heat if the tenant above decides to turn it on, which is never. I need heat when I want it and have not had this luxury for 5 years plus.
What are my rights?

You have a right to heat. Every unit must have heat to be habitable. And it must be heat that is up to code, not a space heater.
