Legal Question in Landlord & Tenant Law in California

I rent a unit in a mobile home park, most people own theirs, but i rent from the park itself, (owners). The mobile home park was hooked up to septic tanks, but has been changed over to sewer. For the past five years i have had to pay $42.22 every month for the assessment fee for the sewer. All residents have to pay the $42.22. My question is, after living there 14 years, renting not owning, am i the legally responsible party here? I dont know if Im legally responsible or if the owners of the unit i rent from should be paying this fee. Please advise. thank you!

The rental agreement/lease controls. If the rental agreement does not state that you pay for sewage and the landlord pays all utilities (with specific exceptions), then a letter to the landlord stating this would be appropriate. Include a copy of the written assessment.
