Can i rent a villa for a week in California for ten 16 year olds without an over 18 with us?

No landlord would knowingly rent out anything if they knew there would be no adult supevision. You know that they are going to spend the entire time partying, getting drunk, making a mess [hopefully not making a child], and causing a lot of damage, for which their parents are legally responsible for. A child under the age of 18 can not be forced to comply with the terms of a written contract; which adult will be stupid enough and irresponsible enough to make any such agreement? As soon as the management of the villa finds out there are no parents or adults present, they will kick the teenagers out; I doubt any judge would impose any damage award against the management for doing that while still retaining the rental funds.
It probably is also illegal and criminal conduct [encouraging a minor to act in an improper fashion].
