Legal Question in Landlord & Tenant Law in California

Rental dispute

I live in California and my property manager left me here with the only toilet on the property not being able to flush. He refuses to prorate my rent and has yet to give me a copy of my lease. He refuses to speak to me over the phone or hold a meeting with me. I don't know what to do. I've read on the Dept. of Consumer Affairs that this makes the apartment uninhabitable.

You need to review the statutes that cover residential tenancies, habitability and particularly the portions that deal with withholding rent and repairing the property. There is a very specific procedure you must follow before you withhold rent and repair the condition which makes in uninhabitable.
