Legal Question in Landlord & Tenant Law in California

i have a rental and went throw default,writ and now i guess i am supports to garnish her wages,buts it for 4,307.00.. and i the law says you have 10 yrs to claim it.. is that true and what is the first step to garnish someone wages.. thank you
