Legal Question in Landlord & Tenant Law in California

I rented a house in mexico for two weeks, nothing works in this house. The owner is an american, she is on the rental agreement. I want to leave early. The rental agreement says nothing about "not" being able to leave early.

The owner and I both live in California. The communication is via a Mexican property manager.

Can I take the owner to small claims?

If the contract was made in California then you can sue in small claims court for the breach of contract. If it was made by the Mexican rental agency and made in Mexico, you would have to sue down there.
