Renter's responsiblity

What is the responsibility of the renter on cleaning, painting, carpets, etc. upon moving out of premises?

You are legally responsible for any damages above and beyond normal wear & tear. The law doesn't specifically address the level of cleaning you should engage in before leaving, but certainly vacuuming & dusting at a minimum. The definition of "normal wear & tear" is usually determined by a small claims judge if there is a dispute over return of the renter's deposit.
