Renters Rights

I have lived inmy rental for almost 13 years and every winter it becomes freezing upstairs to the one of the master bedroom suites, loft, and bathroom. All of the other bedrooms are downstairs were it is quite warm. Is it legal for there to be no heating vents upstairs for adequate heating. I have to use a portable heater during the winter and its getting expensive! What are my legal rights to heating as a renter?!

Why wait 13 years?

Landlord is obligated to heat the whole house.

Send a certified letter, return receipt requested, and give him a couple of days.

Report him (if not fixed) to the proper building and health authorities.

After that, again if not taken care of, you can move, repair and deduct, withhold rent, etc.

You have too many options for this limited space, and my limited time.
