Legal Question in Landlord & Tenant Law in California

I am currently renting an apartment. I live with six other neighbors. One of my neighbors has chosen to park behind my garage on a daily basis. His car does not make it impossible for me to get out but very hard. It takes me about 5 mins to squeeze in and out. I have never hit his car! I recently noticed that in my garage he installed a web cam camera that watches me back in and out. I just found it and i'm not sure how long it has been there. It is in plain view but because I am short it was not easily seen by me. I am a nursing student and sometimes when I feel my scrubs are too dirty i change in the garage so that I do not take my scrubs into my house. Therefore, he might have seen me changing. My question is, is he allowed to put up a camera in the garage in order to watch his car?

Your question is unclear. You say your neigbor parks behind "your garage." Which implies that you have a private garage that they park behind, somewhere outside the garage? If so, how did they get in your garage to place a camera? Did they break into your garage? If so, call the police.
